Public bug reported:

There are many times where no matter how much you want to, you have no
clue as to where this bug resides, and at best you can only discribe
what you know to be true about it in your own words...

When https://help.ubuntu.com/community/ReportingBugs doesn't help
because it's just not obvious, no matter what you do, what package or
process it belongs to.

So the only way to fix this bug is to add a easy to access generic bug
report option to the website, and also to the tools such as ubuntu-bug.

If this option does exist (atleast at the website) it needs to be easier
to find.

Again I had to fudge a report through ubuntu-bug to get this posted.
Make a general bug report possible.

This is a requirement, unless you want more and more bugs with
misleading info because we had to fudge the report to post here....

Slightly frustrated,
-Denny
