Public bug reported:

In update-manager settings on the Update tab, 'Automatically check for
updates' is set to Never.

In terminal session, running 'sudo apt-get update && sudo apt-get upgrade' will 
sometimes result with the following:
E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily 
unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another 
process using it?

Other times, Update Manager will start when updates are available.

I run Ubuntu in VMs (infrequently right now) and open a terminal session
upon starting the VM to obtain updates before beginning any other work.
I set the option to Never because I don't need the slow Update Manager
to do what I am handling manually (in a much faster manner).  And when I
select the option to Never check for updates, it really should NEVER
check!
