Added note:

I can get the Ubutntu Sound tool to lock similar to Thunderbird and
Firefox.

I re-installed pulseaudio then pulled up the System Settings GUI menu.
I can use many of the sub menus such as Printing.  However, if I click
on Sound the new sound sub menu never shows up and the System Settings
windows darkens.  None of the System Settings buttons respond.  I can
still kill the System Settings GUI menu using the Ubuntu Kill button at
the top of the application window.

I removed pulseaudio then pulled up the System Settings GUI menu.  I can
click on Sound and the new Sound meun appears as expected.  However the
Output volume slider as well as the Input level slider are disabled.  Of
course, w/o pulseaudio, there is no sound when the Sound Test button is
pressed.
