Steps to reproduce:

1. Start Inkscape.
2. Put the window in fullscreen mode (e.g., by hitting F11).
3. Bring up the Fill and Stroke dialog (e.g., by hitting Ctrl+Shift+F).
4. Observe that the dialog does not appear.
5. Go out of fullscreen mode (e.g., by hitting F11 again).
6. Observe that the Fill and Stroke dialog is now present on screen. It was 
there before, but you could not see it in step 4, because it was hidden by the 
image window. As the dialog does not appear in the window list (Alt-Tab) 
either, there is no way to access it without exiting full screen mode first. 
That's essentially the bug.

I have not tried out gutsy yet and do not know whether the bug occurs
there, too.
