I totally forgot this bug, but it turned out it's a feature.
Unfortunately I can't set the bug status to "won't fix".

The problem is that Network-Manager can not see which sim card is in the 
device. So there is a risk to input the pin for another sim card, which results 
in looking the sim after some attempts. The only reverence I found quick is 
here (last paragraph):
