Grub1 only used the additional sectors if you enabled stage1.5,
otherwise it embedded the blocklist in the MBR.  This was found to be
too fragile, so now it embeds the core in the extra sectors.

The grub2tc you described seems to be the best way to have the two inter
operate, since it eliminates the conflict over the boot track.
