Not a bug -- we install the PPTP VPN plugin by default; which is why a
VPN connection can be attempted -- otherwise you wouldn't even be able
to add the connection.

network-manager-vpnc isn't shipped by default yet, though this is being
tracked in a different bug report:

I'm closing this as Invalid since it's not a bug.
