Sorry for the delay. I started playing with this some more and
discovered that if I do 'unity --reset', then this is no longer a
problem. My son had used ccsm in the past to enable various options then
upgraded to precise. At some point the kernel was updated and no longer
worked. I'll see if I can figure out which setting caused the problem,
but this bugs priority can probably be set to 'Low' (or possibly
ignored) at this point.
