This would very nice for restricted-manager since it does now handle
also disabled modules.

A user might want to use r-m to enable a restricted module since:
- he doesn't remeber how he manually disabled it (perhaps the current setup 
comes not from a clean install)
- he dist-upgraded and thus upgraded linux-image version and his manually 
installed module doesn't work any more
