I think that openclipart-libreoffice should only suggest libreoffice.

I don't see the reason to mark this won't fix.

If you really need a more technical explanation then I'll try:

Ubuntu apt tools are by default configured to automatically select
(install) recommend type dependencies.

Due to this behavior, when a user wants a clipart, he installs the
openclipart package, then it, in turn, pulls in the openclipart-
libreoffice package and this in turn pulls the entire libreoffice suite.
This is wrong behavior.

Because the user in the example and most users would only want the
clipart and not the whole libreoffice suite.
