Xubuntu does not have gnome-cups-manager installed by default.
CUPS expects that the system administrator sets the default printer.
I believe Xubuntu should include a user friendly printer setup tools for SOHO
users which sets the first printer you install as the default printer,
printerdrake is a good candidate.
