In 12.04 LTS on my laptop, I am still getting the Terminal window to remain active after switching its workspace by following the steps listed inn comment #1, but I can now switch to it by clicking on the launcher icon for it. Immediately after following step 2 in that comment, I find that the launcher still shows it as active, and I can actually type on the keyboard and enter text into it from my current workspace.
While I'm sure that is also not desired behavior, it might be a separate bug.
