I went deeper into it and discovered that things are working as they
should (maybe not fully). Lenses do lazy load (after 30secs?) but if you
interact with any of the unity component after booting they get loaded.
for instance when you start unity and click on the launcher icon for
gnome-terminal lenses are loaded, in the same way if you click on any
indicator in the top right corner lenses are again loaded.
I believe this is the right behavior for unity to since unity behaves
clever knowing that the user is now interacting with Unity.
