Public bug reported:

I'm the admin from one of the currently listed ubuntu/ubuntu-releases
mirrors from Argentina located at Cooperativa Telefónica de Villa
Gobernador Gálvez.

While doing some research, I've realized that the host
ar.archive.ubuntu.com currently points to the University of Parana on
Brazil.

$ dig +short ar.archive.ubuntu.com
ubuntu.c3sl.ufpr.br.
200.236.31.4
2801:82:80ff:8000::5 <== there are no ubuntu related files in this vhost.
