I can reproduce this as described.  But I have an exacerbation to report
for this same problem.

I have "dead zones"[1] in my multiple-monitor setup.  I find that when I
try to drag a window title into a "dead zone" the window refuses to move
there and so it sits still on the desktop.  The mouse cursor continues
to move until it also reaches the dead zone.  This action seems to build
and magnify a "motion debt" of the mouse cursor;  once the window is
raised so it is out of the dead zone, it flies a significant distance
away from the mouse cursor.  Eventually the window can become so severly
separated from the mouse so that it is impossible to "release" while the
window is still visible on any desktop.

I think this is related to the original bug reported here, but I am not
sure it is the same issue.  It looks like the "stick edges" contributes
to the OP problem in the video.  I see similar results as he presents in
the video -- but not as pronounced -- when I drag across the sticky
monitor edge.
