Public bug reported:

After upgrading udev and the kernel from Ubuntu 12.04 to Quantal (linux-
image-3.5.0-5-generic 3.5.0-5.5), USB devices no longer work. For
example, I am now typing this on the built-in keyboard of the machine
(ThinkPad X220) but the attached Microsoft USB keyboard doesn't work.
Nor does the attached USB mouse.

When I look in syslog I see that the devices are detected. For example,
on plugging in the keyboard the following messages appear.

(I first tried apport-bug but it fails with a networking error even though I
have Internet access, as you can see.)
