I checked nearly every pre-installed GUI application, but wasn't able to
find any that disables the top-level menu. Gedit comes close, it has a
Go menu with all options disabled but the main menu is still enabled.
It would be better to simply write an application to demonstrate this.

gnome-dictionary was apparently changed in quantal and there is no view nor
go menu which makes this test-case bogus.
We need to rewrite it but I'm not too keen to look for application which
disabled top-level menu (and fix this testcase for next release when the
top-level window changes).
It would be best to create a simple test-app and automate this using
autopilot.
