As requested I attempted an install of Ubuntu 12.04 server (32 bit) from a PATA DVD drive to a SATA hard drive. I used the Dell Dimension 4600 PC which I had used earlier. The installation completed successfully.
Contrary to my earlier comment, Ubuntu _server_ 10.04 is not yet coming to end of life in a few months. It is supported for another 2 1/2+ years. I therefore attempted to install from the latest ISO ubuntu-10.04.4-server-i386.iso using the same hardware. The issue originally reported is still present. Considering the fact that Ubuntu server 10.04 still has some life to it I do not think it is correct to mark this bug as Invalid. I do not know if the fix can or should be back ported to the 10.04 image. I will not be doing any more installs of 10.04 server but someone might. Finally, as I explained in comment 21, the installation does not complete to a point where I can login and run any commands.
