Steps to reproduce:

1. Use a laptop
2. From the battery indicator menu in the Unity top panel select the battery - 
the Power Statistics window shows up looking normal with all the UI elements 
visible and working.
3. Close the Power Statistics window with the system Close button in the top 
left corner of the window title.
4. Open Power Statistics from the battery menu again - the window shows up 
without any UI elements, just a plain gray background under the window title.

Notes:

- This does not happen when closed with the dedicated "Close" button in the 
right bottom corner of Power Statistics UI
- The bug was actually present all the way since at least Precise alphas
