The skype packages included in partner for oneiric and later recommends
sni-qt, to pull in the i386 version of the bridge needed here for
indicator integration. The package distributed from the skype website
does not, but this is not a place to report bugs in that package.
You can manually install the sni-qt:i386 package to get the indicator if
necessary.
