The setvtrgb job isn't related to plymouth.

This indicates that the 'plymouth stop' command has failed. This probably
is because plymouthd is not running; unfortunately this tells us nothing
about why it wasn't running.

Please check whether reinstalling ubuntu-minimal fixes the problem for you.
