Did you install any other driver for that graphics card than the preinstalled one? I just tested the "How fast.ogg" file on Quantal with VESA driver, it is very slow but it is visible and "okay". There is the sisimedia driver which I committed to some time ago when I was using the laptop with this card. With that driver I can reproduce the bug you mentioned and I also know why it occurs. But the sisimedia driver is not part of Ubuntu.
