Using my own Ubuntu single sign on credentials I cannot purchase apps either. However, I am able to access the payment page using another person's credentials. I have recently reset the password for my Ubuntu single sign on. The account was initially created via Ubuntu for use with Ubuntu One. The other account was created via Launchpad.
