So I confirmed this locally with 'apt-ftparchive packages .' myself,
using the apt from quantal, before filing this report.  And I can no
longer reporduce the problem.  I don't know what has changed between
then and now.

The packages file in the canonical partner archive, which was last
updated on July 30 (right before I filed this bug), is broken in the
manner described.  I don't know if regenerating the index would fix it
somehow (?!).

The "canonical" location for this is http://archive.canonical.com/, btw.
I don't know who mirror1.ku.ac.th is, but apparently they didn't get the
memo that archive.canonical.com exists exclusively for software that
it's *not* legal to mirror. :-P
