I don't really  know the routines for submitting patches or requesting
inclusion of fixes from other branches, so I'd prefer if someone else
could do it.

I should probably add that this is really a low-priority issue unless
there are security implications. As far as I know, nobody is using the
feature (neither PAPI nor Perfmon2). It seems like the Perfmon2 people
wanted to use it [0] but but couldn't due to funny semantics. The same
really goes for the use case I had in mind, even if this bug is fixed,
the feature remains largely useless due to the problems outlined in [0].
