I think the best way to fix this would be to include the AGPL license in
the base-files package, making it available for other programs as well.

If it's OK, drop here a comment - I've got a debdiff against Debian
unstable (almost) ready, so I can submit the patch there, sync with the
Ubuntu development release and prepare SRUs.
