Steps to reproduce:

1. Go to the desktop.
2. Mouseover the Unity panel.
3. No menu will appear.

What should actually happen:
---------------------------------------
When you mouseover the Unity panel when on desktop, you should be able to see 
the global menu.


This is a regression from previous versions.
