Public bug reported:

Installing 20120809 Lubuntu Quantal Desktop i386 during iso-testing.
This page comes up after selecting the full drive install and ask to
pick a security key. There is no choice to bypass this step so a key
input, but the security key does not appear to create encrypted ubuntu
data and does not require the encrypted key on a cold boot.

Don't think everyone will want an encrypted drive.

Installation did complete and everything worked: exception the security
key
