Public bug reported:

I've reported the same bug for 12.04 .  It seems that it's also present
in 12.10.

1. Close all windows.
2. Suspend.
3. Switch user.
4. Restart...

Expected:
Restart occurs.

Actual:
Restart doesn't occur.

Regression?
Nope, it existed in 12.04.

NOTES: 
Follow the steps for the first time, the computer can give output "invalid 
password."
