It is a bug if there is not a global setting and application settings
that will be obeyed.

For instance, always show hidden files should show hidden files unless
there is an application setting. An application should always be able to
override the global setting unless it does not have that capability.

In the case of Firefox, that appears to use an internal file dialog on
*nix based systems, it would be a bug or feature request directed to
Mozilla.org. There is a setting in the configuration file of Firefox and
SeaMonkey that let's one choose the internal or system file dialog, but
it can create odd behavior

For instance, the MS version of SeaMonkey cannot use the internal
dialog. It can only use the system file dialog. This is Explorer, not
Internet Explorer, since Windows 98.
