The packaging branch is probably out of date.
As per source package page at https://launchpad.net/ubuntu/+source/icu
icu is currently at 4.8.1.1-8
Debian has 4.8.1.1-9, but it only a minor change in compression method for the
debs.
Please use `$ pull-lp-source` or `$ apt-get source` to get the source package
and re-compile that if you want to modify icu.
