Public bug reported:
In PostgreSQL 9.0 or 9.1, pg_ctl(1) grew a 'promote' command to switch a
hot standby into normal read/write mode.
pg_ctlcluster could wrap this, so users don't need to manually specify
the path to the correct pg_ctl version or the datadir.
ie. pg_ctlcuster 9.1 main promote == /usr/lib/postgresql/9.1/bin/pg_ctl
promote -D /var/lib/postgresql/9.1/main
