When the software center enter the 'applying changes' stage you cannot
cancel the install because it could potential break your system. For
small applications I believe very few packages have to be downloaded so
it downloads them very quickly.

I personally think you might also be testing by uninstalling an app and
then reinstalling it for that case the already downloaded application is
available to software center hence it does not download anything new.
