Some "other" SVG renderers (i.e. all tested web browsers as well as
Inkscape's reference SVG implementation batik) being incorrect is not
the underlying issue AFAIU: Inkscape neglects to define a viewBox for
the chosen page size and simply relies on other SVG renderers to also
use 90dpi internally - the SVG 1.1 specification however does not
enforce 90dpi (only recommend): SVG renderers are free to define the
size of the reference pixel (web browsers commonly use 96 dpi, Scribus
for example uses 72dpi) - without being non-compliant to the SVG 1.1.
specification.

Anyway - I'll bow out of this discussion (I probably shouldn't have
commented here at all, sorry for the distraction it caused).
