Steps to reproduce the issue:
1. Install phantomJS on a fresh 12.04 server install.
2. Try to run phantomJS.
3. It will complain it lacks libicu48 until you run
sudo apt-get install libicu48
** Affects: phantomjs (Ubuntu)
