Public bug reported:
Say I have 10 apps "Locked" in position on my Launcher. If I open an app
that isn't locked to my Launcher, a lot of the time this icon will
display in the 10th Launcher position (pushing the icon that I actually
Locked at the 10 position into the 11th position).
This a problem because I'm always tapping Super+0 and having the wrong
app appear at the front.
Please fix this. Very annoying for an LTS release!
