system boots and http is unavailable. local transparent squid via 
iptables-REDIRECT is existent.
ping, wget host, etc can resolv ip's, but squid does not.

restarting squid manually works for me. /adding a restart to rc.local works too.
we tried to but were unable to write a apropriate upstart job-definiton that 
starts squid after network is up.
