Plan is; I'm looking at this bug but it's still not obvious to me what
the source of the issue is. The end result is that some applications
will display broken text for a part of the upgrade procedure; but the
exact package causing this I'm not sure of yet.

We can certainly release note that such an issue can happen. Erick;
would you mind clarifying exactly which button you press on the dialog
so that we can figure out how it affects the upgrade procedure? It
should be the bottom one, right?

As for release note text; what does this look like (until the issue can
be fixed):
