I upgraded to bash 4.2.36(1), and the problem is only half fixed. On older versions of bash (certainly in the bash2 vintage), cd $VARIABLE/<tab> offered completions. At lest in the newer version it doesn't escape the dollar sign anymore, but this is still a removed, highly used feature.
