Same here, on tty when switching to 'qwerty/fi' keyboard on 12.04.

# dpkg-reconfigure console-data
Looking for keymap to install:
fi-latin1
unknown charset unicode - ignoring charset request
unknown charset unicode - ignoring charset request
unknown charset unicode - ignoring charset request


that works till next reboot, then back to default (en).  Though

# cat /etc/default/keyboard 
XKBMODEL="pc105"
XKBLAYOUT="fi"
XKBVARIANT="nodeadkeys"
XKBOPTIONS=""

and the later file read by  /etc/default/console-setup

Annoying bug, for now I end up using "loadkeys fi-latin1" whenever I
switch to console
