OK, so the name in the file is correct - but the network name doesn't match - why?
Questions: 1) Did you preseed? 2) What's your pxe config 3) Is the biosdevname package installed ? If it isn't then what happens if you install it - does it pick the right name up? I'm suspecting the problem is biosdevname hasn't been installed, and hence it doesn't get renamed to em10.
