Public bug reported:

When using an additional external monitor, the reveal of the global
application menu on the laptop (left) monitor only works for the first
menu entry if the two screens are bottom aligned.

The menu only appears when mousing over the first menu entry or the empty area 
of the global title/menu panel. When moving the mouse over the area where the 
other menu entries are supposed to be, it disappears and the window title is 
shown again.
The only option is to mouse-over the first (left) menu entry, click it and then 
move over to the other menu entries.

All works as expected on the right (external) monitor.

Also this only seems to not work correctly if the two screens (with different 
resolutions) are aligned at the bottom or the left (laptop) monitor is placed 
lower.
Works correctly again as soon as they are top-aligned or the right external 
monitor is placed higher.
