Does it not use the password you enter when prompted?
Detecting that the network is different is difficult considering we also
want to support roaming (NM can't make the difference between roaming to
a defective AP (either because it's broken or overloaded) or because the
password is wrong... this is an issue at the core of wifi support in the
kernel and wpasupplicant).
Alternatively, you can lock the connection to a specific AP, but this
obviously breaks actual roaming between APs on the same network if they
have the same password...
