Public bug reported:

In order to aid the transition to python3 we should ship as many python3 
packages as possible quantal.
The version 0.6.1-2 in debian experimental now has python3 packages and we 
should sync it.
It builds, has a testsuite, installs and upgrades in quantal.
The python2 packages are unchanged so the risk of regressions is low.

It needs a merge as we use dh_python2 but its trivial.

python-psutil (0.6.1-2) experimental; urgency=low

  * debian/rules
    - refactor build and test targets
  * debian/{control, rules}
    - provide Python 3 package; Closes: #636526
