Just tested again and I can reproduce the problem in XFCE 4.10 in quantal as well. Login with unity-greeter, Settings/Mouse and Touchpad/Theme, change it to something like redglass size 48, every cursor changes but LEFT_PTR.
Logging in with GDM and the cursor changes correctly. Logging in with lightdm-gtk-greeter, LEFT_PTR not correctly set. Logging in with lightdm-gtk-greeter without setting the cursor on the root window, cursor changes correctly.
