After some testing, I think this is not a LXC specific issue. It's probably 
related to kernel CLONE_NEWNET code. Since if we run testing like this:
 - sudo ./reproducer
 - ctrl+c
  - sudo ./reproducer
wait for a while
 - dmesg | grep unregister

we can still get the same error message.

looks like the first try reproducer didn't release loopback device.
