This is not able to be confirmed. In Precise, the version of nginx that
ships is correctly configured in the installer options to install to
/usr/share/nginx/ww/50x.html. The default configuration files have a
root directory of /usr/share/nginx/www/50x.html.
This correctly serves the error page stating the "Temporarily
Unavailable" page, when you define the error page for 50x errors to be
/50x.html, as it installs to the default site root directory.
This does not affect Precise. Does this affect QUantal? You have a
lack of information in your bug (I am marking it as incomplete).
