Binary package hint: gnupg

gpg --gen-key

fails on sever with this message:

Not enough random bytes available.  Please do some other work to give
the OS a chance to collect more entropy! (Need NNN more bytes)

problem is, the server has high load, does many things, what it does not have 
is a mouse, a keyboard or a sound card
searching for this problems those are the random generators that are suggested.

gpg should not depend on such hardware to be present to generate keys, possibly 
network traffic and disk activity
can be used, or another way to provide a random seed..
