This is the kind of issue that you are better off reporting upstream.
Within Ubuntu there are not resources to re-engineer the way
applications work.  If this is an important issue to you, I'd suggest
reporting it to the gnupg developers.  In the meantime, the work around
would be to generate the key on a desktop machine and then copy it to
the server.
