Actually, it is whatever keyring is set as the "default" in gnome-keyring, which is unlocked at log-in. This however, also requires that the system being used launches gnome-keyring properly as part of the user session. I don't believe LXDE does this, just as KDE and others don't. LXDE will need to add proper integration, or provide its own keyring following the FD.o secrets storage spec API.
